OBJECTIVE: Document a framework for organizing web application development.
CONTEXT:  Web application development, like other collaborative work is often characterized by priorities in competition with each other for first place. By placing an understanding of how the environment, tool or product will be used at the center of efforts and returning to this as a first principle to resolve conflict it is possible to complete projects on deadline and within budget and even make them useful.
